Definition:
The date the client was referred to the agency providing either substance abuse or problem gambling treatment services, or both.

Day (DD), Month (MM), Year (YYYY) are collected in separate fields and formatted.

For example: 06112012 - 6th day of the month of November in the year 2012
NOTE: The date must be less than the Admission Date
Context:
Used to monitor the length of time between the date of referral to the agency and admission to the agency, initiation of assessment and treatment planning or other service delivery to the client.
- Used in conjunction with the data element Program Start Date to assess wait times for program service.
