See below for some of the basic rules and terminology used in Catalyst and reports.

Basic Business Rules in Catalyst:

  • Clients are admitted to an agency and discharged from an agency.
  • Only one admission can be open for a client at any given time.
  • During an admission, clients are registered in and terminated from programs.
  • There can be multiple program registrations for a client during the same admission.
  • All registrations in programs must be terminated before a client can be discharged in Catalyst.
  • Entry services can only be provided to a client who has never been admitted or who has no open admission.
  • Substance Abuse and problem gambling programs provided by an agency and funded by the Ministry of Health and Long‑Term Care, Mental Health and Addictions Branch are mapped to one of the Functional Centres when the program is created in Catalyst to permit the generation of statistics by Functional Centre.

New Program Registrations ‑ number of registrations in a program with a program start date within the date parameters selected for the report.

Carried Over Program Registrations ‑ number of registrations in a program at the beginning of the report period (based on the date parameters selected) and carried over into the report period.

Open Program Registrations ‑ number of carried‑over registrations plus new registrations for the report period.

Individuals ‑ number of individuals with either New Registrations or Open Registration as defined above. Each person with a new or open registration in a program during a report period is counted only once per program even if she/he had multiple registrations in the same program during the report period. Please note that clients with the same DATIS Key are considered as one individual.

Program Terminations ‑ number of terminations from a program during the report period.

Average Direct Service Hours ‑ Total number of Direct Service hours (for individual and group activities) spent by staff that are associated with program terminations; divided by the number of program terminations.

Average Indirect Service Hours ‑ Total number of Indirect Service hours (for individual and group activities) spent by staff that are associated with program terminations divided by the number of program terminations.

Average Number of Sessions ‑ Total number of sessions (for individual and group activities) spent by staff that are associated with program terminations divided by the number of program terminations. For multi‑activity individual  appointments, if two occurred Direct Services activities within an appointment are linked to the same program, then 1 session is counted for the program. If the two activities are linked to two different programs, then one session is counted for each program.

Average Days in Program ‑ The total number of days in a program (program termination date minus program registration date + 1) divided by the number of program terminations. For non-residential programs the numbers may not accurately reflect the actual number of days a client received treatment.

Counts within Functional Centres

If a client is registered in two or more programs in the same functional centre during the same admission, those program registrations will be counted as one registration for this functional centre. If a client has one or more program registrations in this functional centre in two or more admissions during the reporting period, one registration to this functional centre will be counted for each admission.  

When counting the number of terminations, ALL program registrations in a FC must be terminated for a registration to be considered terminated. The last program registration in a FC must be terminated during the report period for a  registration to be considered terminated within the report period, i.e. if there is a program registration in a FC that is open after the report period, then we count 0 termination from this FC. If there is a program registration in a FC that is terminated after the report period, then we also count 0 termination from this FC.  For programs in the WMS Residential FC within a multi-Service agency, calculations are based on the number of WMS episodes, within an admission, to the agency. WMS episodes are captured in the special custom field "WMS Registration #" that was created for multi‑service agencies in the Program Information screen. All programs with the same WMS Registration # comprise one episode. See WMS Program Registration Procedure for Multi-Service Agencies for more information.

Example:  An admission with 2 open episodes within the reporting period will count as 2 open registrations/episodes in the FC. For WMS agencies that do not use the custom field "WMS Registration #", an episode comprises all of the WMS programs within an admission to the agency. Average days in an episode is calculated from the maximum end date and the minimum start date of programs within the episode, i.e. SUM (episode end date minus episode start date + 1)/# of terminated episodes.

All references to Ministry programs or MOH/FC funded programs means substance and problem gambling programs that have been mapped to a provincial service category. Otherwise, the programs are referred to as non‑Ministry  programs. Where there are exceptions, a note has been added.
