The purpose of this article is to define how the Harm Reduction Outreach Programs report is calculated using your NEO data. To run the report, double click the line item when logged into the analytics portal.

Often, the SAP portal will open on a tab (left-hand side of image below) called 'Categories':

To open your HR report, click the 'Folders' line just above where it says 'Categories' (see image below):

This will take you to your reports folders, which you can now select from the right-hand side of the screen by selecting the folder you want to access (in the image below it's the 'ONHRDB Agency Reports' folder):



and then selecting the report you want to run:



The date filter will default to your last OCHART submission period, either Oct 1-Mar 31 or April 1-Sept 30. You can also select any date range you prefer.

Definitions

Gender

Data for questions (1) through (4) are broken down by the gender categories required by the Ministry of Health and Long-term Care for OCHART reporting: Male, Female, Trans Man, Trans Woman, Not Listed. 


Transactions and clients

Data in that is entered in NEO can either be aggregated by "client" or by "transaction." 

In NEO, A "transaction" represents a service providers encounter/contact with a client. One unique client might have multiple "transactions" recorded in NEO. Most reports are based on the number of transactions recorded within NEO, and the items/services that were distributed during a transaction. 

On the other hand, a "client" is represented by a client reference code. Every client reference code registered by your agency is reported as a "unique client". Some reports are based on the number of registered client reference codes. For example, reports concerning "substances" are typically created based on the number of client reference codes that list a particular substance used. "Anonymous" transactions are not included in reports concerns unique/new clients.

Items, services and item types

A transaction will include "items" that have been given to a client. The term "item" covers both physical harm reduction supplies like needles, pipes and naloxone kits, as well as human services and referrals like brief counselling, a referral to addictions services, or naloxone training.

Every item you see in NEO has been categorized by an "item type". Reports are typically created by aggregating items of a particular type. For example, a "1ml Insulin Syringe 28 ga x 1/2 inch" (longs) and "1ml Ultra Fine Insulin Syringe 30 ga x 5/16 inch" (shorts) are separate items, but both are categorized as "Needles". To find the number of needles distributed by a site we count all the items that have been distributed that have the "item type" of "Needles".

This same principle applies to services and referrals. For example, you may choose to keep track of the practical support provided to clients through multiple services like "Food", "Clothing", "Other practical support". These three items would all be categorized with the "item type" of "practical support" for the purpose of reporting.

Agency information

Transaction Sites

All data in NEO is recorded against a "Transaction Site" that represents the location or program where the client accessed services. Every Transaction Site created in NEO is tagged with a particular "Affiliated PHU" and "Agency". Reports generated for the ONHRDB can be filtered by "Affiliated PHU" and "Agency" in order to view the harm reduction services being delivered either at the regional or agency-level.

Affiliated PHU

The public health unit region where the services were delivered. Every "Transaction Site" in NEO is tagged with a public health unit region, e.g. the "Toronto Public Health" region.

Agency

The agency mandated to report its services to the Ministry through the ONHRDB that is operating the service. Every "Transaction Site" in NEO is tagged with a mandated agency, e.g."Toronto Public Health - The Works", "South Riverdale CHC", "Parkdale Queen West CHC", etc.

Transaction Site

These are the NEO "Transactions Sites". "Transactions Sites" in NEO can reflect many different types of access points for harm reduction services, including physical fixed-sites, vans, specific programs, e.g. "Parkdale Queen West CHC - Parkdale site", "Parkdale Queen West CHC - Queen site", "The Works Van".

Address

The address associated with the "Transaction Site" in NEO. Some sub sites will not have an address, as they may represent mobile delivery units.

1. Total number of unique and new clients by sex/gender you had in the Fiscal Quarter(s) selected and the total number of peers by sex/gender that were active in your program.

Unique clients

Number of unique client reference codes which had a NEO transaction. Does not include anonymous NEO transactions.

New clients

Number of unique client reference codes that were registered in NEO. Does not include anonymous NEO transactions.

Active peers

Not collected in NEO, field will be grayed out.

2. Total number of times each service was delivered to clients by sex/gender in the Fiscal Quarter(s) selected.

If a pharmacy or community agency is a needle syringe program partner these transactions should be logged with the "Location of transaction" of "In-service NEP/NSP (core or satellite)". On the other hand, if an outreach worker visits a pharmacy, community agency, addiction program, etc. on an outreach basis, then the respective "Location of transaction" should be recorded.

8. Drugs of choice

This report aggregates information at the client-level rather than the transaction-level. This report will show you the total number of registered client reference codes broken down by the Substances currently using that are saved on their Client Details screen.

9. Harm reduction supplies distributed

This report depends on item types, and not on the items you might be used to seeing on your Transaction Screen. For example:

  • Long insulin syringes, short insulin syringes, and individual tips of different gauges all have the item type of "Needles"
  • Spoons, stericups and one-use cookers all have the item type "Cookers"
  • Regular condoms and internal condoms both have the item type "Condoms"

Every item in NEO has an item type.
